Something similar can be accomplished with a combination of the doughnut chart type, doughtnutlabel plugin, and datalabels plugin.
Unfortunately I’m not aware of an easy way to include the arrow on the chart (the annotations plugin can do this for other chart types, but it doesn’t play nice with doughnut charts).
Here’s an example:
You can play around with this in the chart editor to continue to customize to your liking.
